Shopify Recurring Digital Subscriptions API

I'm seeking a professional with proficiency in Shopify APIs, specifically for our Rails platform to work with the required Shopify Billing API to be listed in the App Store.
We have an Inventory App that works without Shopify and does not need Shopify, and many users don't use Shopify, but we have had the integration working as a private app for 10 years. Now it stopped working and we have to be listed in the App Store and bill Shopify users through Shopify instead of our platform.
We need to maintain our current billing through Stripe for our users that don't use Shopify.
Pivotal requirements include:
- Extensive knowledge of Shopify APIs (billing, in particular)
- Extensive knowledge of Ruby on Rails (using Digital Ocean and github)
- Ability to handle membership-based and Password protected access control
- Experience in integrating recurring subscriptions for digital products.
