Microsoft List / Power Automate / Power App Expert

We need an experienced Microsoft Power Platform specialist to work on the following tasks via remote access (no credentials will be shared):

1) PowerAutomate with Azure DevOps:
- Generate Microsoft Teams alerts when Azure DevOps WorkItem changes state from "Backlog" to "To Refine" and "To Refine" to "Execution Ready"

2) Evaluation Portal:
- Migrate Microsoft Lists from personal account to main Company SharePoint

3) Idea Intake & Feedback System:
- Idea Intake form feeds into "Idea Portal" Microsoft List with auto-incrementing ID (ID_0001 starting at 0001)
- When status changes to "Request Feedback", automatically generate an evaluation survey (Microsoft Form) sent to a contact list
- "Feedback Collector" Microsoft List receives feedback, PEI Idea Portal scores get averaged, and final prioritization score is calculated
