Connect the ftrack API and Plivo API to enable SMS input

I am looking for a freelancer who can help me connect the ftrack API and Plivo API to enable SMS for my project. The primary purpose of the SMS input is to parse text input and send SMS messages probably using json. I need assistance with both APIs as I am not familiar with either. The preferred programming language for this project is Python. Ideal skills and experience for this job include expertise in Python and experience working with the Plivo API to integrate it with ftrack.
