WhatsApp Cloud API Expert Needed — Template Creation & Permission Issue (Meta Business)

We are building a safety check-in application (“ImOkay”) using the WhatsApp Business Cloud API and need an experienced Meta/WhatsApp specialist to assist with message template setup and troubleshooting.
Current Issue
We are unable to submit message templates in WhatsApp Manager. Each attempt results in the error:
“This WhatsApp Business account does not have permission to create message template.”
This occurs after completing the template form and clicking Submit.
The account shows full administrative access in Business Manager, but the system does not recognize permissions during submission.
We need an expert to diagnose and resolve this issue and ensure templates are successfully approved.
Scope of Work
Investigate and resolve template creation permission issue
Create and submit required WhatsApp message templates
Ensure templates comply with Meta policies
Verify correct categories (Authentication, Utility, etc.)
Provide guidance on best practices for approval
Confirm readiness for production messaging
