Travel Tech Expert Needed for Global Flight Reservation API (High Void Volume)

I am looking for an experienced Travel Tech Architect to consult and integrate a flight reservation API for a global flight reservation service.
Our platform provides genuine, verifiable PNRs (reservations only) for digital nomads and international travelers needing proof of onward travel. Because the vast majority of our bookings will be held and then voided before the ticketing deadline, we cannot use a direct GDS connection without risking a block due to poor Book-to-Ticket ratios.
I need an expert who can:
Recommend and secure the right B2B consolidator, aggregator, or API supplier that tolerates high void/cancellation rates or allows holds for a micro-fee.
Build the API integration to generate real PNRs verifiable on airline websites globally.
Implement an automated voiding script that cancels the PNR right before the TTL (Ticketing Time Limit) expires to avoid ADMs or penalties.
Implement custom feature for our flight reservation business to give better service to our customers.
