Stripe Connect Global Cross Boarder Payout API Integration

I already hold a live Stripe business account and have been cleared for Stripe Connect. My next step is to give our freelancers—based mainly in the Middle East and Asia—a smooth way to register their own international accounts and receive cross-border payouts.

Here is what I need built: a secure API layer (PHP, Node, or Python—your choice) that onboards each freelancer, collects and submits their documents for Stripe’s required document verification, then schedules and triggers cross-border payouts to their bank accounts. No storefront work is involved, so experience that focuses on Shopify integrations will not be helpful here.

The flow should handle:
1. Creating/connecting Stripe accounts for each freelancer (either Express or Custom, whichever you recommend for the fastest rollout)
2. Uploading and validating KYC documents so Stripe can approve the account
3. Initiating and tracking cross-border payouts, including error handling and webhook monitoring
4. Returning concise transaction status reports that can be surfaced in our internal dashboard

Deliverables will be:
• Source code with clear in-line comments
• A brief deployment guide and .env sample
• Postman/Insomnia collection or equivalent for quick testing
• A short recorded demo or sandbox link proving the payout cycle from onboarding through successful transfer
