Build a Standalone OpenAI Moderation API Microservice (No Access to Main Laravel Site)

Job Description:
I need a developer to create a standalone moderation microservice that connects to the OpenAI Moderation API. This service will help filter user-generated content on my platform, which is built in Laravel with a Angular/ jQuery-based frontend.
Important:
You will not receive access to my Laravel application. This microservice must be built and hosted independently, and I will integrate it myself.

Project Requirements:
The microservice should:
• Accept a POST request to a single endpoint (e.g., /moderate)
• Input JSON format:
• Call OpenAI’s Moderation API using my API key (provided securely)
• Return a structured JSON response:

Core Deliverables:
• Clean, secure API using PHP, Node.js (your choice)
• Proper handling and protection of OpenAI API key
• Hosted on my server (I’ll provide access — PHP preferred for easier integration)
• Simple and clear documentation (README or PDF) for:
o How to install and run
o How to test the endpoint via Postman
o How to adjust thresholds (should be included)

Features preferred:
• Return a recommendation value based on configurable rules:
o Example: hate > 0.9 → recommendation: "hold_for_review"
• Basic authentication (API key in header or IP restriction)
• Logging requests and responses (locally or to file)
• Graceful error handling (timeouts, bad input, etc.)
