C# and NodeJS SOAP API Integration

I am looking for a skilled developer to create two library functions, one for Web API using C# and the other for NodeJS that interacts with a SOAP web service. The primary goal is to develop a library function capable of both retrieving and sending data to the SOAP service.

Key Requirements:
- Develop a library function in Web API in C# and NodeJS that calls a third party SOAP web service the specification is attached.
- The library must translate the Request and Responses for/from the SOAP web Service into Json objects for
- Ensure the function can both retrieve and send data
- Maintain robust error handling and logging
