Developer RFP / Job Post — GCC Financial Markets Portal (Automation-First)

We’re hiring an experienced team to build a production-grade financial markets portal for the GCC (Saudi Arabia, UAE, Qatar, Kuwait, Oman, Bahrain). The platform aggregates live market data, company fundamentals, sector comparables, IPO tracking, macro dashboards, commodities overlays, interactive charts, and alerts — with an automation-first data pipeline (APIs, scrapers, document parsers/OCR, and scheduled ETL).
This is not a manual data-entry site. Your proposal should show how everything links and updates automatically with governance, quality checks, and observability.

We will share a detailed feasibility + system-requirements document after NDA. Treat the scope below as indicative rather than exhaustive; your solution should remain flexible to accommodate additional sources/modules during implementation.

What your proposal must include
1) Solution architecture (end-to-end)

Overall blueprint for ingestion → validation/normalization → storage → APIs → UI.

Strategy for source discovery & integration across official exchange/regulator/central-bank/statistics sources and licensed vendors where applicable.

Approach to historical data seeding (prices, financials, macro, IPOs, sector ratios) and keeping history consistent and reproducible.

Scheduling/orchestration, retries, idempotency, failure isolation, and data lineage (what came from where, when, and how).

Data model (time-series + relational), versioning, and metadata to support revisions and corrections without data loss.

2) Automation & data quality

Methods you’ll use for APIs, web scraping at scale, PDF/Excel ingestion, OCR, and anti-bot/anti-throttling hygiene.

Normalization rules (currencies, units, calendars, corporate actions, ticker symbology mapping, entity resolution across markets).

Quality controls: schema/logic checks, continuity tests, outlier detection, audit logs, and reconciliation reports.

Observability: health dashboards, job logs, alerts on pipeline failures, and reprocessing playbooks.

3) Real-time & user features (initial release)

Live/near-live indices & top movers, price tiles, delayed-data labelling if/where needed.

Company pages (fundamentals, ratios, ownership, filings/disclosures, price charts).

Sector explorer (comparables, heatmaps, filters).

IPO monitor (pipeline & history).

Macro dashboard (key indicators) and commodities overlays.

Interactive charts (candles, overlays, indicators, export).

Alerts & watchlists (event-driven rules, multi-channel notifications).

Exports/API for power users (CSV/XLSX endpoints or downloaders).

Admin console for controlled data corrections, source toggles, and content management.

Note: List is indicative. Your proposal should allow adding/removing modules without core redesign.

4) Performance, security, and DevOps

Frontend: SPA/SSR strategy, fast loads, cached widgets, graceful degradation.

Backend: scalable services, caching layer, and rate-limit handling.

Security by design (secrets management, RBAC, input sanitization, OWASP hygiene) and compliance with source terms/licensing.

CI/CD, infrastructure-as-code, automated testing (unit/integration/e2e), and repeatable deployments.

Cloud/on-prem options and cost-aware scaling.

5) UX & accessibility

Clean, professional UI for analysts/investors, with Arabic/English support and RTL readiness.

Consistent navigation, deep linking, search, and saved views/watchlists.

6) Delivery plan & handover

Phased build with clear milestones, demo cadence, and acceptance criteria for each module.

Documentation: architecture, data contracts, API docs, runbooks, and admin/ops manuals.

Knowledge transfer and post-launch support/SLA options.

7) Commercials

Fixed-price for the initial release (with assumptions) plus optional T&M buckets for integrations and refinements.

Monthly support/SLA tiers.

Any third-party licensing you anticipate (describe by category and purpose).

Team qualifications we’re looking for

Finance/market-data engineering experience (multi-exchange environments preferred).

Strong web scraping, API integration, and document parsing/OCR skills.

Time-series + relational DB design (e.g., Postgres/TimescaleDB) and caching (e.g., Redis).

Event-driven processing (e.g., Kafka/Redis Streams/RabbitMQ) for alerts and data flows.

Frontend expertise (React/Next or equivalent) with professional charting (e.g., Highcharts/Plotly/TradingView).

Production-grade ETL orchestration (Airflow or equivalent), logging/monitoring (ELK/Grafana), and CI/CD.

Track record shipping secure, observable, high-uptime data products.
