ASP.NET C# Feature Development -- 2

I have a live ASP.NET (C#) solution that now needs three well-defined additions. All technical and functional requirements are already captured in a detailed specification set, so you can dive straight into the code.
What I need you to build
• User authentication and authorization – extend the existing identity setup, add role-based access control, and wire it to SQL Server.
• Data entry and retrieval forms – razor pages / MVC views that read from and write to both SQL Server and PostgreSQL tables via Entity Framework.
• API development and integration – RESTful endpoints (Swagger-documented) that expose the same data layer for external consumption.
The repository is on Git, CI runs through Azure DevOps, and staging servers are ready for push-to-deploy testing. Clean, well-commented C# code and concise SQL scripts are the key acceptance criteria, along with passing unit tests that I will supply.
