API Generator - Expert needed

Hello,

We need to develop a API generator module to interconnect our web app with other web apps using rest or soap method. The main app we need to interconnect with other apps is developed using Laravel. 1 of the apps we need to interconnect with is coded with c#, others use different other languages.
Based on the developer experience, rating and price we would share the specs for the project.

We would prefer that the development would be done on a good open source with active contributors so future developments would be easier to work with.
