Apache2 Server Troubleshooting on Ubuntu 19.14

I need help diagnosing an issue with my Apache2 server on Ubuntu 19.14. The server has been functioning fine, and I've made no recent changes to the configuration or installed new software. However, when attempting to restart Apache2 it fails, and there are no clear errors in the logs aside from an exit-code indicating a failure to start.
In addition, when running ‘sudo apt-get update’ and ‘sudo apt-get upgrade’ I encounter errors stating that it can't fetch files.
