Custom 24ghz module and device.

I need to create a 24ghz radar sensor using FMCW triangular modulation to detect people and cars when the sensor is stationary and mobile. It is important to detect people and cars when stationary and mobile while filtering out stationary objects. Once a person/ car is detected, it will activate a "flat coin vibration motor". What will be powering the device is a lipo battery, I need an LED to be red when the battery is less than 20% and green when above 80%. I need CUSTOM pcb antennas for the radar sensor to be on the pcb with the micontrollers controlling the sensor, vibration motor, battery, and LED. I need PCB design, antenna design, and software done. This device needs to be as compact and light weight as possible. Attached below is a Garmin Varia sensor which is the design and compactness that I am looking for, however I want to detect PEOPLE along with cars. I want the same detection range and angle as the NJR4266F3C1 sensor module in this data sheet. I do not want to use this sensor, but just have the equivalent deteciton range and angle.
