Service Requirement Overview:

To provide communication and engagement support associated with completing Stage 2 rectifications of the pressure sewerage equipment (with a 4:1 arrangement) on properties in Bingara Gorge.
 
Background
 
We have a project and need to review the condition of pressure sewerage equipment (with a 4:1 arrangement) on private properties in Bingara Gorge. The aim was to help determine the location and cause of increased wastewater flows in its pressure sewerage system during and after wet weather. This includes investigating and implementing ways of reducing stormwater inflow to the Bingara Gorge wastewater system.
 
The project's first stage was completed, and it involved inspecting the 169 properties in Bingara Gorge that have pressure sewerage equipment (with a 4:1 arrangement) located on the property.
 
After reviewing the outcome of the inspections, the second stage of the project now requires rectifications to be completed on each set of equipment where issues have been identified.
 
Stage 2 – Rectifications overview
 
A communication and engagement resource is required for Stage 2 of the project.
 
Details of the proposed rectifications have been captured, with each property classified, colour coded and rated:
·       Blue – Reinspection required (to determine the level of potential rectifications due to missing information from the previous inspections)
There are 8 properties identified that need to be reinspected.
 
·       Yellow – Simple rectifications required
There are 46 properties in this category - Home Plan Agreements are required for 2 properties before rectification work starts.
 
 ·       Orange – Moderate rectifications required
There are 67 properties in this category - Home Plan Agreements are required for 58 properties before rectification work starts.
 
·       Red – Complex rectifications required
There are 43 properties in this category - Home Plan Agreements are required for all of these properties before rectification work starts.
 
The first phase of the rectifications will be to complete the remaining inspections, simple and moderate rectifications.
 
In total, this will require communication and engagement with approximately 121 property owners. It is estimated that about 60 Home Plan Agreements will need to be completed before and after the work is carried out on specific properties.
 
Approach for the rectifications
 
Requirements for the rectifications at each property are detailed in the methodology document and in the final rectifications list.
 
The required approach for the rectifications includes:
 
·       Referring to the colour coded report and details outlining the required rectifications on the pressure sewerage equipment at the customer’s property. This may include rectifications to the boundary kit, collection tank, inspection opening and alarm control panel.
·       Completing a Pre-construction Home Plan Agreement for properties as noted on the final rectifications list (before work starts to gain agreement from the property owner).
·       Completing the required rectifications and restoration of the property as required.
·       Documenting details of the completed rectifications and restoration in the rectifications checklist report, marking up any details on the property plans and taking photos before and after the work.
·       Completing the Post-construction Home Plan Agreement for the property (after work and restoration is completed to gain agreement from the property owner).
 
Note: All re-inspections must follow the process and methodology as described for Stage 1 of this program of work in the methodology document.
 
We will need to arrange for their Community Engagement Advisor to attend during rectifications, and engage with property owners as required (for moderate and complex rectifications). The nominated Community Engagement Advisor must attend these on-site Home Plan Agreement meetings with the contractor and property owner (both pre and post construction).
 
 We and its Community Engagement Advisor will be required to coordinate appointments with customers to arrange access to properties for rectification and complete the Home Plan Agreements. Details of confirmed appointments will need to be kept as a record.
 
Scope of Community Engagement Advisor resource
 
A Community Engagement Advisor resource is required for Stage 2 of the project (rectifications of pressure sewerage equipment in Bingara Gorge).
 
Depending on the planned approach and timelines estimated by the Project Manager, this would require the resource to be available for an average of about two to three days (16 to 24 hours), across five days per week for the length of the project.
 
Note: The resource must be available throughout the day, five days per week, during the Stage 2 program of work - to manage enquiries via email and phone as required and coordinate/ complete Home Plan Agreements for specific properties.
 
The scope of work includes preparing and delivering communication and engagement activities that align to the project’s action plan including:
1-gathering the required documents for the rectification work
2- coordinating the mail merge and delivery of the approved customer letter and fact sheet provided by the Community Engagement Advisor.
3- effectively managing customer appointments, enquiries and issues in a timely manner received through the project’s dedicated phone number and email address
4- coordinating, managing, attending and completing site visits for Home Plan Agreements at specific properties – before and after the work is completed
5- developing and maintaining pressure sewerage equipment rectification database lists and schedules
6- organising, coordinating, finalising and managing rectification schedules.
Completing administrative tasks to manage/maintain project records.
7- arrange printing of approved project signage.
8- effectively managing, tracking and reporting on feedback received via the project email and dedicated phone number in the property rectifications database list.
9- recording details of customer complaints and logging in to its SAP CRM system.
10- Communte regularly to the area and discuss the matters with the property owners
Reporting
11- Weekly progress updates to the Community Engagement Advisor and Project Team.
