a short animated cartoon

I am looking for an experienced animator to create a short animated cartoon for teenagers. The cartoon should be 1-3 minutes long and animated in 2D. I'm looking for somebody who has the ability to bring a creative and unique idea to life. I'm aware time and budget is an issue, so I'm hoping to find a talented artist that is reasonably priced and dedicated to the project.
