Do a 30 second Toonly or 2d animated video

Looking to have a little 2d animated story for my kids voice-over. It's about 30 seconds. I don't need sound, but you will need to follow the voice over.

I know there are premade 2d animated software, which is totally fine! It is about an art thief.

The file must be able to import to Premier.
