I need a 2 minute animation done to my illustrations

I have a set budget on this. I need betweent 1:30 to 2:00 minutes of animation done.
It will be a fighting scene, hand to hand combat. Doesn't have to be Dragon ball z quality, but it had to look good.
If you can accomplish this, I will have MANY other projects in the future.
Only need the animation done, as I will be doing the Voice over!
