I need cartoonist/illustrator for Punjabi YouTube videos.

I am considering doing YouTube videos with voiceover in the Punjabi language which I myself am doing. I need a cartoonist/illustrator to create the video images. He/she should be able to understand at least most of the Punjabi spoken to create the illustrations, etc. I can consider a higher budget than I posted if person is able to provide what I need.
