I need a 2d animation based on pizza delivery illustration file.

I have a pizza delivery illustration file. I need it converted into a 2d animation video. The animation will be shown a delivery boy riding a bike on the road to deliver a pizza. Also, I want to add sound to this 2d animation video. I will share the illustration file with the selected Freelancer.
