2D lip sync animation

I am looking for an experienced animator who specializes in cartoon-style animation. We have the character in 2D adobe illustrator and we have a script prepared . The character is a Grandma we need to make her talk (lip sync), walk cycle, facil expression animation. This is a project that is 30 seconds length. The render needs to be delivered on alpha channel. Our preference is to be done on AFTER EFFECT because we use this software here. Here are the specific requirements for the project:

- Style: Cartoon
- Length: 30 seconds

Ideal Skills and Experience:
- Strong proficiency in 2D animation, particularly in the cartoon style
- Experience with lip sync animation
- Ability to bring characters to life and convey emotions through animation
- Attention to detail and ability to match the lip movements with the dialogue
- Ability to make the movements with the arms, legs, clothes
- Ability to make the eyebrows move as she express feelings as well the glasses
- Effective communication skills to ensure a smooth collaboration process
