animation and text to speech

Hi, I'm looking for someone to create a 2D animation. I have an image that I would like animated as if she is teaching a class that I have written, including text-to-speech with a female voice. I have a Blog. I would want to use this as a template for every post, so I would need to be able to change the text content myself while still having the animation synced with the new content.

The image attached was the class I was working on and thought it would be better animated
