2d animation and after effects

Hello, I am looking for a 2D brand animation/ short ad. The art style we are looking for is similar to music videos done by the band Gorillaz. I would like the duration of the video to be 4-6 seconds in length. Starting the video with the classic brand logo, glitching into and animated stylized gorilla then glitching back into the brand logo. I was curious if you can do this style of animation and if you can a rough estimate for how long the project would take and final price.
