Content:
Animation should depict a real historical event that unfolded in Timor-Leste, leading up a massacre committed by paramilitary forces against civilians in 1999. The animation should depict the following scenes: i) a mass gathering of the paramilitary forces where the order to kill civilians was given by paramilitary leader (this is captured on film that is available online), ii) movement of the paramilitary troops to the site that is the focus of the documentary film; iii) the ensuing chaos and fleeing of the civilians from the site. No actual violence shall be depicted in the animation.
