Simple Animation of clouds on a background

Hello I am looking for a freelancer to animate clouds on a background. The animation is very simple, you have all the separate elements the background and the clouds (3) and the goal is to create a loop where the clouds move horizontally. This animation must be a loop.
You can for example use Photoshop, or Animate, After Effects etc.
