Need an animated banner ad

I need an animated banner advertisement for a major online publication. Specification: (WxH): 728x90 pixels. The final file must have a maximum initial download fileweight of 150kb. The maximum animation length is 15 seconds. Acceptable file types: GIF. This banner is promoting a World War II historical novel based in the USA. The only image is a book cover, and possibly a logo. The ability to animate text is important. Fluency in English is critical, a native English speaker is preferred. Preference will be given to a designer who can show me a sample of your animated banner design skills. I'm excited to find a new, long-term partner!
