Motion Graphic - 7 second clip

I am looking for a motion graphic artist who specializes in 2D animation to create a 7-second clip.
Concept:
- I have a clear concept in mind for the motion graphic and would like to bring it to life through animation. We have an example to go off of that we basically want to recreate.
Skills and Experience:
- Proficiency in 2D animation techniques and software

- Ability to bring concepts to life through animation
