Looking for Traditional Animators, Japanese/Anime Style

I am looking to hire a few different types of artists. I already have a storyboarder and a BW animator on standby, and I am currently in contact with a background artist but it isn't set in stone.
As for the project, I would prefer to explain it directly to people who have what I'm looking for. But to give a general idea the project is traditional animation, in an anime style.
For the work distribution, I am looking to start with one camera cut, estimate around 3 seconds. The main reason it's so short is to see a few things like your communication, style, delivery time etc.. Then I'm looking to get an estimated 45-60 seconds animated, this is where it would be a group effort. After that it's uncertain as it depends on a lot of variables, but everything going well it'll be a long-term position and the workload will increase. Of course, for every step of the animation you will be paid. I do not ask for free samples.
I know that it is hard to give an accurate quote based on this little information. But the quotes I'm looking for are on a per second basis. I know it varies by scene, so just give an average or general range.
I already have character designs and storyboards ready. If you are a compositor, rough animator, coloring artist or anyone else involved in the animation process feel free to contact me anyways.
To give a general idea of my budget, the line artist is paid 12 usd/sec (1 usd/frame at 12 fps), while my rough artist charges 3usd/sec for skeletons, although their delivery time is quite slow. This price is flexible, and I am looking for the best person with the combination of price vs quality. If you feel your skills are worth more, feel free to send me an offer. Quote me what you feel your skills are worth, not to suit my budget.

As for general quotes, I won't hold you tightly to the price you tell me, do don't worry about that. If you prefer to be paid by the hour just let me know and we can also discuss that.)
