Indonesian animated explainer video

Hi there,
I'm looking for an explainer video animator with adequate proficiency in Indonesian. The task involves creating a 2D animation to complement a provided voiceover in Indonesian. Adding text to highlight specific points in the video might be necessary, and there could be a need for relevant stock video footage. You'll receive an audio file and notes outlining what we'd like at specific points in the timeline, but feel free to incorporate your own creative ideas. The video length for this project is 11 minutes.
For reference, here's the minimum level of quality I'm looking for :

You are required to create videos on at least that level, or even better, at the "Sisi Terang" level or equivalent large channels. While I'd appreciate custom characters and animation, I'm mindful of my budget limitations. If you find it feasible, using CreateStudio Pro software or other pre-built animated templates is also acceptable, as long as the art quality is great. My current budget is very constrained.
