Dental Tool Promo

We need someone who can do hand-drawn animation, or 3D, sufficiently well to create a character (a genie) that will appear on a dentists shoulder (the dentist will be shot on video, so a real person) for 5 seconds and and hand him a tool to use. We will have to use a graphic version of the tool when it's in the cartoon character's hand, and then subtly transition to the real one when the actor takes it. We need the cartoon character to be well done, and show good visual expressions (his expression would be to encourage the dentist to take the tool and use it, rather than the one he's currently using). We have yet to determine the extact look of the character, but in terms of quality, we'd like to have a quote for two styles: high-end (hand-drawn or 3D) and lower end (motion graphics). A rough visual reference is attached, but we'll want the character to be customized and not look exactly like this.

The rest next part of the animation is just of the tool doing its job in the patient's tooth (this takes place in a dental clinic). Duration of this section would probably be around 15-20 secs.

Then we cut back to the cartoon character on the dentist's shoulder. He nods and winks (to say, "You see, much better right?) and then he disappears with a poof again. Duration, approx. 3 secs. So in all about 8-10 secs of the character and 15-20 secs of the tool being used.
