Dance in the Dark

I hope this message finds you well.
I am writing to you with a particular project in mind that requires the skills of a talented animator/illustrator. I hope we can collaborate on this small project and then dive into bigger projects.
The resources include a black-and-white time-lapse video of a boy and girl chatting in the dust with a feeling of Italian classical movies. There is a sense of nostalgia, young love, time, distorted memories, and an unclear future. The boy and girl start dancing together and at a point girl keeps dancing alone. There are also some photos of Tehran (the city they live in), and a few music tracks that we should decide which one suits the animation most. We want to create an animation based on each frame of the timelapse (45 seconds). Below I sending you the slowed version of the timelapse that looks like a stop-motion video.
Here is one simple example that I just improvised to give you an idea:
The idea is to start off from the video and get some elements from the video and turn it to a distorted animation that is constantly moving and zooming and shapes and colors that are not clear or necessarily distinguishable change forms from the girl dancing to the guy's hand holding the glass and turning to the skyline of Tehran.
As I said, this was just an idea. I can send you several examples to give you a sense of what I am looking for. Of course I will trust your choice in every aspect but I just give some recommendations and thoughts.
The animation would be no longer than 5 minutes.
