Create a basic animations from static images

I have a graphic image and some text that I just want to animate slightly so it's not totally static. Small job, should only take a couple of hours. I normally edit and animate myself, but I have too much work at the moment and need to outsource. I'd need returned today along with the working files so I can update if necessary
