Create Animated Image Map for use on Website

Please Note: This project is for creation of an image map with an animated background for use on a website, NOT an mp4 or simple video file. Simple cartoon graphics, simple animation. Logs are to 'flow' down river and turn into piles of stacked wood and 4 signs (with links to pages within the website) 'pop' up along the way. There would ideally be some animated 'streaks' or something applied to the river to give the simplistic impression of water flow. Animation repeats. Files will be provided (see attached). Serious applicants with appropriate skills to create image map only, please. Thank you.
