3D Cartoon Animation Expert Needed

I'm seeking a skilled 3D animator to create a cartoon animation that will last between one to five minutes. As the client, I'm indifferent to the software used, but the final product must align with my vision and quality expectations.
I have pictures of a person that has the exact characteristics of Mr Bean. I want to recreate a short video of the animated version of mr bean but adapt it to his visual appearance.
