CARTOON DESIGN + ANIMATION (facial and some body expressions only, they will not walk)

Dear all,
I need you to draw 3 cartoons, based on 3 photos of real people, and animate them. Animation is very simple, they stay on the same place and talk. It may require some body expressions, arms movement or something as they will be presenting or explaining something to the public (front).
The total time of animation will be around 3 to 4 minutes.
No background needed!
In the end they should be 3 cartoons i can place anywhere with any background and they will be perfect, with quality colors and movement, and with sound, so you must deliver, at least, RGB + ALPHA .mp4 file or similar.
See this link, cartoons don't have much details but you can perfectly understand the people they refer to (ignore the background because you will not need to draw one).
