Build me a 3d character plus animation and 2d background

The character name will be philosopher, he has to look like him but a little bit different so its not copyrighted, the concept is a wise old man, I want him to be in a pose like this, with an open book in his hand just like this picture, he must look calm and wise in the face, one hand is his book the other one his staff, now lets go to the animmation part, the background has to be like a grand library lighted by torches, now for the animation i want the book to flip pages and his clothes and beard to be moving a bit like they are blown by a light wind, the background has to be a bit blurred (so the focus is in the character) and torches fire to move a bit also basic movements, like some dot lights moving a bit, the animation has to be few seconds but looped very smoothly
