Anime Music Video - Animated Cartoon like Speed Racer (Classic Cartoon) - Open to ideas - examples in text

I want to realize an anime/cartoon music video (about 2 or 3 minutes) and I am looking for someone skillfull who is able to handle Manga Animation - for developing characters it is possible to include a manga artist/Illustrator.
