2D Anime Creation for Short Scripts

I'm seeking a skilled animator who can create 2D anime-style animations for three short scripts, each lasting between 60 to 180 seconds. The anime figure should represent a South Asian or Arabic spokesperson, delivering the lines in fluent English, as if representing an international organization. The finished product should be delivered in MP4 format.
Key requirements:
- Proficiency in 2D anime-style animation
- Ability to create engaging, high-quality animations
- Understanding of cultural representations of South Asia and Arabic countries
