Animator expert in Unreal

For a project, I need someone who's doing for a 3D character some attack and skill movesets e. g. when doing Skill 3, character should step forward and swing its sword from down to up etc.
Skills should be with particles, lights and whatever is needed.
Please state a price for a full animation and not for every 3rd bone which got moved.
Must have trillions of years of experience and show at least some reference.
