Animation character design

I am looking for a skilled animator to design a 2D animation character for entertainment purposes. The character is based on a rough idea that I have in mind, but I am open to suggestions from the freelancer. The ideal candidate should have experience in 2D animation and character design. The project requires the following skills and experience:
