2D Animation Character with Audio Added

I need a 2D animated character created for an education platform. The character needs to be designed to look like the attached pictures. The character needs to be able to have audio files (mp3) added and have the words synced to the mouth and motions. We will start with 1 audio file but will need it to be produced for up to 15. The audio and animation will not be longer than 1 minute each.
