2 D Animation

Must know how to use Adobe Animate , Adobe Illustrator ,and know how to make Adode Puppet file I need a 2 D character that can be used for animation.
I will be using Adobe Animate or Reallusion Software to lip sync and move the character .It needs to have a skeleton for movement and be editable on different platforms The character is already created. I have attached .I have the PSD file as well.
