2D Animated Text Graphic Creation

I need a 2d animation of an existing graphic that reads "40 Years of service". I have a separate date range little graphic I might get done as well, depending on the cost. The animation duration will be roughly 10 seconds. The final product should be delivered as a transparent layer, allowing for easy integration into my existing video content.
