After Effects Animation for UI Elements

I need a skilled animator proficient in Adobe After Effects to animate some basic widgets and create outline overlay animations.
Types of animations:
- Glowing effect - this will be applied to some outline overlay animations.
- Pop-up effects - specifically for animating radars and graphs.
Widgets that need animation:
- Primarily radars and graphs from 6 AI files, but potentially other basic UI elements like buttons, icons, and sliders.
-There Are 6 frames to be edited each around 10 seconds of animation
Ideal candidate should have:
