website to ask interview questions and capture answer

I am seeking a freelancer to create a website that would enable employers to conduct virtual interviews. This website should have features such as video recording and playback, real-time interaction, a question library and AI technology to ask questions and capture interviewee answer and able to evaluate the answer. Usage of the website is expected to be less than 100 users. The main goal of this website is to simplify the interview process for employers while maintaining a high quality of experience for the interviewee.
