I have an AI-powered government-contracting application ready to move from concept to a live, scalable service. The goal is to deploy it as a Progressive Web App that runs smoothly on both desktop and mobile, delivered through a modern cloud stack as a SaaS offering.

1. Solicitation Ingestion & Parsing

Multi-format upload support (PDF, DOCX, XLSX, XML, CAD, GIS)

AI-driven extraction of key clauses, deadlines, and compliance flags

FAR/DFARS clause mapping and risk scoring

2. Document Normalization & Structuring

Converts diverse file types into structured, queryable formats

Preserves semantic relationships across sections (e.g., SOW, evaluation criteria, pricing tables)

Supports multi-tab spreadsheets and embedded tables

3. Proposal Assembly & Strategy Mapping

Auto-generates work plans based on solicitation requirements

Suggests teaming strategies, subcontractor roles, and labor categories

Aligns technical volume with past performance and pricing logic

4. Compliance Automation

Tracks mandatory forms (SF1449, W-9, W-2, NDAs, etc.)

Flags missing certifications or representations

Generates checklists for SAM.gov, SBA, and agency-specific portals

5. Go/No-Go Decision Engine

Compares solicitation requirements against company capabilities

Ignores misleading metadata (e.g., company name or tagline)

Outputs structured rationale with risk and opportunity scoring

6. Modular Prompt Chaining & Orchestration

Supports staged processing across ingestion → extraction → planning

Enables chaining across Gemini, Claude, and other LLMs

Audience
Both agencies and contractors will log in, so the solution needs a clean multi-tenant architecture, role-based access, and secure data partitioning.

Technical expectations
I am open to React, Vue, or Angular for the PWA layer, backed by Node.js, Python (FastAPI) or a similar cloud-native stack. Containerisation (Docker/Kubernetes), CI/CD pipelines, and automated testing are assumed. Feel free to recommend the hosting environment—AWS, Azure, or GCP—so long as it supports horizontal scaling and meets FedRAMP-equivalent security standards.

Deliverables
1. Deployed PWA accessible on desktop and mobile browsers with install prompts.
2. SaaS back-end (REST/GraphQL) with the three AI modules wired in and documented.
3. Infrastructure-as-Code scripts for reproducible deployment.
4. Admin dashboard for tenant management and usage analytics.
5. Short hand-off guide and recorded walkthrough.

Acceptance criteria
• Lighthouse PWA score ≥ 90 on both platforms.
• Cold start under 3 seconds; subsequent loads under 1 second.
• OWASP Top-10 security tests passed.
• Unit and integration test coverage ≥ 80 %.
