Angular Static Site for Sikkim

I need a skilled Angular developer to craft a fully-static promotional website that highlights the rich culture of Sikkim. The site must feel unmistakably traditional and cultural in its aesthetics while remaining fast, responsive, and easy to maintain.

Scope of work
• Build with the latest stable Angular, using TypeScript, SCSS/ CSS, and Angular-CLI so I can run a simple `ng build` to generate production-ready static files.
• Three core content areas: Cultural Events, Heritage Sites, and Artist Profiles. Each should sit on its own dedicated route with a clean URL structure and an index page that lets visitors filter or search within that section.
• A visually engaging home page that acts as a gateway to those sections and immediately communicates the department’s mission.
• Static JSON or markdown data files are acceptable for initial content; I’ll update them later. No server-side code is required.
• Design language must draw on traditional Sikkimese motifs, colour palettes, and typography while still loading quickly on mobile. Reusable Angular components for headers, footers, and navigation are preferred.
• Optimised assets: lazy-loaded images, minified bundles, Lighthouse score of 90+ for performance and accessibility.

Acceptance criteria
1. Running `npm install && ng build --prod` outputs a fully working static site in the `dist/` folder.
2. Pages match the agreed traditional design mock-ups and render correctly in the latest Chrome, Firefox, Safari, and Edge, both desktop and mobile.
3. Navigation between home, Cultural Events, Heritage Sites, and Artist Profiles is seamless and client-side only.
4. README with setup, build, and deployment steps (Netlify or any static host).
