Angular E-Commerce Plugin Development

Essentially, we would need the plugin to do the following:

Work at checkout to:
Create a shipment in our existing site
1.1 Allow the merchant to switch on certain service types: Express Road, Express Air etc
1.2 Allow the merchant to select what provinces in the country ) and countries (rest of the world) they would like to ship to
1.3 Allow customers to choose a counter delivery from our site
Calculate shipping costs from our site
Display VAT & Duties costs for International import and export from our site
Provide a payment gateway
All of the above must be able to be switched on and off by the merchant - as a standard option 1 is always required to be active but the rest can be switched on and off.
