To make a simple hybrid mobile application using Angular, Ionic for submission purpose (Urgent basis)

I need a carpooling system application for Ireland country. I want the app should be created new and not by copying the code from somewhere because it gets disqualified as they have the software to check the plagirism from all over the new and github, so only genuine people who can create the app on thier own and who can write the code from the scratch should contact me.
