Website design/add style and animation to existing site/ make compatible on all devices

We have an existing website that we would like the users experience to be enhanced. The project is for the freelancer to adjust and modify styles, add subtle animations, to create a clean professional yet engaging experience for the site visitor.
The site currently contains approximately 14 pages and is built using angular and angular material.
