Web Push Notifications Panel SAAS

Hi, I'm looking for someone to develop a Web push notification panel (SAAS) that will send notifications through the web. The panel should have analytics and reporting capabilities as well as allow for daily notifications. Additionally, I'm interested in having user segmentation and customizable template features included.
